An electrical safety check should tell you what was assessed, what could not be accessed, and what needs attention. For an Oakleigh rental, the required check is different from a general pre-purchase inspection. Agree on the purpose and written scope before booking.

Start with the reason for the check

Tell the electrician whether you are a rental provider, buying a home, investigating a fault or planning alterations. Those situations can call for different work. A building inspection, an electrical condition assessment and testing a portable appliance are not interchangeable services.

Ask whether the quoted work includes the switchboard, accessible wiring, circuit protection, outlets, lighting and any relevant fixed equipment. Identify smoke-alarm checking separately so neither party assumes it is included. Give the electrician previous reports and certificates if you have them.

Victorian rental checks: dates and scope

Consumer Affairs Victoria says electrical checks are required at least every two years for agreements entered into after 29 March 2021, including fixed terms that become periodic after that date. Older continuing periodic agreements are treated differently. If a covered property has not been checked within two years when a renter moves in, arrange the check as soon as possible.

The prescribed checking scope follows section 4 of AS/NZS 3019. The record identifies the electrician, date, findings and actions taken. Keep the current record and provide it within seven days of a renter’s written request.

Minimum standards are a separate obligation. Since 25 November 2025, a rental must meet them before advertising or offering it for rent. Check the current applicability rules for an existing tenancy; do not assume an old installation is exempt because no renovation is planned.

What the electrician may test

Testing can address insulation condition, earthing, polarity and protective-device operation. The applicable assessment method, access and installation determine the tests required; this article is not a substitute for the standard or a testing procedure. A useful booking discussion covers necessary power interruptions, access to the meter and board, tenant arrangements, and any equipment that cannot simply lose power. Do not remove switchboard covers or enter roof spaces to prepare photographs. Describe access restrictions instead.

How to read the report

Look for a clear scope, limitations, observations and test results where applicable. Ask the electrician to distinguish an immediate hazard, a requirement that applies to this property, and an optional improvement. A vague “pass” or “upgrade recommended” does not explain the next decision.

Do not treat a label such as “old but stable” as permission to ignore an applicable rental requirement. Equally, an assessment should explain why a complete board replacement is necessary rather than assume every older home needs one.

An assessment is a snapshot, not a lifetime guarantee

A check records the condition and limitations at the time of the visit. It cannot promise that hidden defects, future damage or a later appliance fault will never occur. A switchboard upgrade also does not automatically replace every cable in the home.

For an owner-occupied property, agree on an assessment and future review plan suited to its condition and use. Do not copy the rental interval as if it were a universal rule for every home.

Prepare for an Oakleigh assessment
